I would check for scarecrows, I had a similar problem, the only thing left was one scarecrow and it wasn't showing on my map, I had to drive around a while before I spotted it on the edge of the territory in a really odd place.

I'm guessing that not all of your checkboxes are ticked and green for that territory! Take the Magum Opus for a spin and go through all the roads to see if the minefields show up on the map.
