Personally, I think it's needed if your goal is to move up within a firm. The Chartered Financial Analyst (CFA) program is a postgraduate professional certification offered internationally by the American-based CFA Institute (formerly the Association for Investment Management and Research, or AIMR) to investment and financial professionals. Passed Level 1 and Level 2 on first try, taking Level 3 next summer. Taking and passing the CFA level 1 is better than nothing, but if your serious about buy side, then you should do the whole CFA, which is a major commitment for the next couple of years. No one is going to be able to tell you exactly how much it helps or doesn't. When you put things off for a time when you have less on your plate, you may find that there is no ideal time to begin the CFA Program. See you on the other side! The way I see it is, the CFA will make you a somewhat more attractive candidate but it won't sway the decision regarding your admission.
Theoretically, I could arrive on campus in the fall of '14 have completed the CFA charter. I am taking Level 1 in December and I am NOT doing it in hopes that it will get me into a good MBA program down the road, but it would be nice to know that it could help the chances even more (given that I pass all 3 of course). Preparing for the CFA exam is a lot of work and doing it while in college means you will have to let go of a lot of your social and extracurricular activities. The criteria you mention MBA's are looking for are impossible to verify given just GMAT, GPA and jobs held. In addition, preparing for the exam while you are still in college will save you money. The CFA or CPA etc are great to have as they do emphasize hardwork and commitment and adcoms will take notice but that will likely be the extent of it's value. I haven't started on anything yet so it would be a tight timeline, but my only concern is I just started at my new job and it might be too early for recommendations and at the same time an awkward thing to ask. My opinion is it's akin to other extra curriculars. Not just any firm, but a well-known, well- capitalized brand name investment firm that isn't going to blow up when everything starts to adjust within the next few years. Aside from the general merits of the CFA, in my particular case it shows that I can perform well at a 50-60 hour per week job while effectively preparing for a test that requires ~15-20 hours/week of studying for 4 or 5 months for each level. While those years of work experience can be completed post-exam, you will not receive your charter as soon as you finish if you do not have those years of work under your belt. Someone else said it... You can't leverage a CFA at all.

The CFA is vastly overrated for career transitions. I agree. As such, they're looking for people with good to strong communication skills, ability to work in teams, and leadership potential -- essentially how well you are able to impact other human beings.
